[INI] set default size of local area

Dunno if it has been suggested before, but a search for local|size|area did not yield the hoped for results, but:

Since my CPU is not the fastest, I usually end up playing 3x3 or 3x4, therefore it might be prudent to be able to set this size in the INI. Maybe be even be able to tweak some CPU related issues there.
