I've seen people build enormous fortresses mostly above ground, so someone must have this down  ;D

During an ambush I set the orders so that only soldiers may go outside. I expect the other dwarfs to head down the basements and huddle together there until the danger is over, yet they just seem to freeze where they stand, no matter if they are above ground or below ground. Is there a workaround for this?

You need an underground meeting zone.

When you make it so dwarves cant go outside, that means anywhere that's not dark subterranian. Any built things (stone, wood, etc) counts as "light inside" as opposed to the needed "dark suterranian". SO you need to dig out a large meeting hall somewhere and make it like a bomb shelter.

If they have a ceiling over their heads, the dwarves will hide there.  I had an annoying problem with my first fort where I dug out some of the ramps in the hill to prevent enemies from coming down, but this create overhangs all along the edges of the hill.  When I ordered my dwarves inside, a lot of them would take cover right up against those walls, which were completely exposed to enemy attack.

I've never tried it and there's a good chance it could make them freak out.

I turn on this order and half of them freeze to the spot not pathing anywhere.
Seems to only happen to people hauling

Next time try channeling out the ramps instead of digging.  Removes the ceiling...

This happens a lot to me. I toggle between "stay inside" and "can go outside" to get them to start moving again.
