I believe it's a lump sum. Excluding the word 'million' is a form of shorthand. It wouldn't really work any other way, because $10,000,000,000 is far too much to spend each turn.

Also, Phantom. Destroying a province's oil supplies affects everyone on the planet? That's one big explosion. And faction health? Do you mean the health of all their units?

You can gradually donate money to research. For example I donate 100$ to research each turn.

Egypt, Libya, Tunisia, and Morocco? That shouldn't be a problem. Going without Algeria could leave my empire exposed, but with good friends like you to the north it should be manageable...
