It impairs vision (of course), the range of tiles you can 'see' shrinks. So if you're fighting a ranged enemy or a bunch of enemies surrounding you, things can be tough.

No, there is no penalty for missing one eye.

If you are missing ALL of your eyes, however, you can only see 1 square in any direction.

It adds skill to wrestling, which affects dodge among other things, and trains up stats like toughness, agility, and strength after certain exp gain. This is apparently limitless, as dwarf companion allows you to cheat skills up to 100 points (Legendary being around 16-i forget), but you may gain beyond this.

Toady has said that 20 is the highest that has an effect on nonmilitary skills.

Unknown on combat.

not so sure about the above, my legendary miners in fortress mode seem to continue gaining abilities such as strengh, agility, etc even well after reaching legendary.

Does a single level 20 skill and some fledgling social skills get a dwarf to have his abilities around level 4?

A dwarf will continue to gain experience in a maxed out skill, and thus will continue to gain attributes from the use of that skill. The combat formula (to the best of my knowledge) uses your raw skill with the weapon/shield/armor you are using, so these do not have maximum levels. (Technically neither do non-military skills, but dwarfs stop getting better at what they are doing after level twenty, so there is a de facto cap.)

'I'nteract -> Find a purple colored "Arrow", Enter, "Pull it out".

And quicktravel don't magically pulls them out.
