I think you'd have to ask for every role to be "alignment neutral", since otherwise it can be broken with a massclaim ("Ok, so all the town's role have claimed... that just leaves the Suicidal Nonvoter Serial Killer").  Or else maybe get people to submit a town role, a mafia role and a third party role and then pick and choose them to make a good setup that can't be as easily broken (although in this case you'd have to tell each of the mafia/ third parties about a town role that didn't go into the game so that they aren't screwed by the claim).

EDIT: Actually maybe 2 town roles each, otherwise mafia could be screwed by being left with a falseclaim that has an obvious action which they can't perform.

In Org's game, it was just like a normal BYOR- you submit the idea and the mod makes the role.  You could always submit some sort of classification with the role to narrow it down but not rigidly define it.  (Something like Protective, Investigative, Killing, etc)

I'd definitely do alignment neutral, and random sounds like a plan. And wouldn't people only be sending in role names, not role powers? This would be Bring Someone Else's Role, not Make Someone Else's Role.

Oh right.  So I guess the best way to approach it is to look at other people's interests and pick things that other people would pick.  For no reason other than to cause further confusion.
