This rang a bell in me, but I wasn't sure of what. I knew it was some cartoon. Upon googling (and clicking the link to wikipedia), I found that it is part of the classic He-Man.

I think Org may be He-Man or Prince Adam (He-Man's "secret" identity)--or both as a role that switches between the two. Or he's just randomly saying stuff about THE POWER.

A mysterious figure emerges from the crowd. It is Org! Suddenly, with a flash, he changes. It's Webadict! He starts talking, "I have imparted my power and wisdom upon another. I have given them ULTIMATE POWER!"
And as suddenly as he appeared, he throws a smoke grenade at the ground, turning back into Org. Org looks at the others blankly, and begins spouting nonsense again.
