There's a mod which allows you to build mass-transit on road tiles, rather than you having to raze buildings to make room for bus and subway stations. Also, the mod has a bus/subway station tile, so you can have both a bus station and a subway station on one tile.

It's almost like cheating... But it's a painful to build mass transit in a mature city. So much destruction.

Remember, SC4 has a totally messed up sense of scale.  Twenty people living in one single low-density medium-wealth lot?  Maybe in India.
