Yes, well, that's your sacred national troops. This was a cocky band of independents with a handful of second (third?) tier national troops thrown in for good measure. I counted on 3-4-to-1 odds being enough to overwhelm the pintsized independent garrison. I counted wrong. But this turn, this turn, hope will triumph over experience.

Only if you set that as a victory condition. If you took default victory conditions, they're meaningless.

That is a good question. Prior discussion points to PM-admissibility. The main effect of sticking to in-game is sloooooooow diplomacy. The main effect of slow diplomacy would probably be impatience, misunderstandings, and violence.
