A solid background colour can be converted to transparent with proper tools(Most image editors, though MSpaint only supports single colour to entire transparency, and only during pasting/image manipulation).

If it is antialiased, GIMP can convert any bit close to the background colour to having some shade of transparency, and I don't doubt photoshop can too. So probably just write it on a solid background close to the background picture, and it can be improved from there.
