I just started in a human town and when I go into the tavern I can't find drunks or the mayor.

If it's nighttime, or any time, even, press T to go to the travel map, move one square in any direction, go back to the town, and see if you can find him then. If you can't, try a different town.

Chances are you won't be able to find drunks unless you're lucky - I've only got them once or twice throughout the entire time I've been playing, and never in a human town.

The only drunk I have found was an elf in a forest retreat.

There is no more drunks. They got replaced by random soldiers in the town that will join you if you ask

I found like one drunk once.  They are extremely rare.

While we're on the subject of stupid questions - can someone tell me how the heck to navigate stairs? At the moment, my only way into dwarf fortresses is jumping twenty metres onto solid smoothed rock. Alt+move is about the limit of my understanding.

Sir, you are incorrect. I distinctly recall meeting a dwarven drunk in one of my very far and few travels as an adventurer.

Hammer or Axe if you hate ranged, then just Crossbow.
I also suggest swimming because it sucks when you drown.

Just got ambushed by a nightwing while traveling. The first thing it did was gore my head with it's horn resulting in a torn head.

Edit: How do you determine the size of a human town?

It depends upon the map symbol.  In order, from smallest to largest: +, *, ☼, and #.  I think.
