I have been playing a new fortress for about three years when I started becoming suspicious of the lack of ememies to defend against. When I checked the civ page, I saw only humans. My heart stopped for about three seconds, then I came here. I hope to GOD there is a way to add them back.

Is there ANY way to add civs to fight without regenerating the world?

The [c]ivs screen only shows civilizations you've come into contact with.  Start making lots of stuff.  Might entice the goblins to come.

I cheated, I am using modded civ (humans) and yes I do get migrants. Alot of them.

If they aren't there, then they aren't there. Find a new map/world. Nobody's figured out how to tweak the civilizations post-embark yet.

however you can regen the world with same seed but different history seed and if you are lucky the same spot will have contacts with other civs (check it alwys before embarking so you can be sure ...)
Hovewer isolated places like islands and vallays have frequently no other then your own civ in contact...
