he forgot to let the dogs off the chain, out in the cold or something, or in some manner that would cause them discomfort. His parents, wanting to teach him responsibility/a lesson in general, decided as punishment HE would be forced to sit out there on the chain, and therefore feel how the dogs did when he left them in that state.

How close am I?
