Also I was thinking more along the lines of licensed foster homes, although the number of people needed would be astronomical.

Perhaps mandatory parenthood training? Once or twice a year, be a good time to drug test peeps also.

Adoption statistically results in more personality disorders in children then birth parents, there are several theories as to why this happens, nothing certain though. Birthparents can still be shit, adopted parents can still be awesome. It's just statistics.
