Maybe you're thinking of the whole monkey sphere thing? People will generally empathize with the few hundred faces they know, but outside of that it becomes much more difficult. It's why a million deaths is a statistic, yet a single death is a tragedy.

That commercial is indeed horrible. I find the commercials for browser game to be even more annoying. Or the ones where mother are playing games on a DS with way too much enthusiasm.
