The only shiny I ever found was a caterpie. I only had the masterball with me, so of course I had to let it go.

But no. I think you'd have to be insane to grind for one. In all the many hours I played those games I only ever encountered two. It takes hundreds of hours just to find one. No one has that much time.

Most people just cheat for them, I think.
I have never in over 400 hours on my Pokemon Ruby have met a shiny Pokemon.
