It is from the X-Com point of view. Why do you think so many people only remember the strategy X-Com games as good?
But from the generic FPS point of view, its somewhere between 'meh', and 'cool! aliens!'.

I think what would make sense of this game would be if it were the backstory of X-COM, and how it began to develop as more evidence of the alien plans have been becoming more noticable. By the end of the game, this is when X-COM is formed and funding begins.

But they'd have to make a bit of an ass-pull to make it work out.
