If Will Smith had been Neo, Lawrence Fishburn couldn't have been Morpheus.  That'd be just a little too much bad ass black guy in the world-saving role.  Remember, you gotta sell your movie.  Keanu's constantly shocked/bewildered personality was essentially all the character Neo had; Will Smith would have been a completely different movie.

Hugo Weaving is the only actor on Earth who could properly portray a psychotic egomaniac computer program.  All he needed was the suit.
