I'm not american, what does this bill do out of interest?

There's a lot of different things it's supposed to do, but the long and short of DADT is: If you're in the military, and somebody finds out you're gay, and somebody doesn't like that, you can be summarily kicked out.  It's not a Dishonorable Discharge, but needless to say, nobody is ever happy when it happens.

Don't worry about it too much. American support for gay rights has been steadily increasing over the past several decades, so DADT won't last too much longer. Five years would be the maximum lifespan I'd put on it, and that's being generous.

I was rather suprised when Clegg actualy agreed! AND I VOTED FOR HIM D=
