Girl has large breasts, girl wears most revealing top she has showing off pretty much everything. Guys stare at here breasts, she gets mad at guys and has a hissy fit. Fucking hell.

Yes, fashion is insane. I'm not saying the things people wears makes any sense, but it doesn't matter. It does not change the fact that you are not supposed to stare.

At least she didn't have glitter sprinkled on her chest too.  Seen it happen, halter top and glitter and getting pissed at anyone who glanced at her.

Still not as ridiculous as a woman I saw at a concert once.  She had no shirt on at all.  She had a tie-dyed shirt pattern body-painted onto her bare torso.  And got swear-stormingly mad at any guy looking at her.

After 15 years of no one giving a shit about it, the people renting this place decided to put the no pets rule back on.

Looking is generally fine, staring is problematic. Ogling's a problem when it makes somebody uncomfortable, no matter what they're wearing. That said, if you just glanced or looked in passing or whatever and she flipped out over that, then she's overreacting, especially if she's wearing clothes designed to emphasize her anatomy (which it sounds like she was). Anyway, I'd go into a more nuanced post but this isn't the place for that, is it?

Also re: pets. Fuck those guys, with a rusty fork.

Yeah it was glancing, and I wouldnt even call it normal Cleavage. It was more like a D shape cut out.

Yeah, I get pretty annoyed when women give off the "I want to look sexy, but only to the people I want to appeal to" vibe.

In the future, they'll have hologram machines for woman, where they're can either make themselves appear like a spinster, or switch into their tube top and stretch pants, depending on who is looking at them.

I try to reserve that annoyance for women that really are being hypocritical though. A woman that has large breasts but doesn't want to show them off basically doesn't get a choice unless she wear a parka the rest of her life. And it does get pretty annoying I'm sure to not be able to wear a t-shirt because guys naturally assume, because you're large chested, you MUST be trying to show them off.
