So what i'm basically looking at here is a Rogue that can create free scrolls that anyone can use.

This sounds perfectly reasonable.

And does not get rogue class features. I am sacrificing sneak attack damage and special skills to take this, here.

I seem to recall there being a psion rogue class that got the powers at little loss to the rogue side, limited power list but still.

The free scrolls that anyone can use part was the important bit.

Additionally, you need a way to determine caster level.

Go like the paladin and say "Wizard three levels lower than me."?

Except he'd need four levels before he got any spells.
In a prestige class.

Caster level is determined by class level, so a maxed-out Runic Trickster would have a caster level of 3 for his runes... I thought I said that somewhere... considering none of these runes do more than like, 6 damage, that should be fair I think.

So it'd be okay if I finished the spell list and imposed a limit of how many runes can be in existence at once?

Im bored.

It'll be ok if you add a cost to those scrolls you've got there. Scrolls cost gold and XP to scribe for a reason.

Treating it like spellcasting might also work...

Perhaps if costly metals/gems had to be crushed into the ink for the rune to work?

I don't particulary mind how, but free scrolls that anyone can use are broken even by 3.5 standards. If you want to go with the 'anyone can use' aspect, you're absolutely going to have to pay XP for those.

Okay, how about 25 gp of gemstones has to be crushed into the ink to make a working rune... and, to avoid an experience cost, Runic Tricksters are the only ones who can use their own runes.

Also I'm going to be... ~2.5 hours late for GAME today.

While I'll be there, I'll be half comatose.

I've heard tell of a spell or feat in Libris Mortis (?) that lets me instantly change a living creature to an undead one, skipping out the whole death process. Which might let me have undead elemental eventually.
