How do you permanently close the CSS Bar and Grill down?

Kill lots of people there.  You only need to close the place down once to shut it down permanently.  Setting fires with Molotov cocktails works pretty well too.

But I always hit and run against it and I've closed it down 3 times???

It won't stay closed...

I haven't tried the molotov cocktails... Maybe I should...

You have to stay there and keep making kills until a screen pops up announcing your victory. But there can be no rest for the Liberal Crime Squad. LCS Assemble!

You need to kill 25 in a single raid, if memory serves.

Yeah, it's too hard right now. The necessary kills needs to be dropped to like 15 or so. Even a progress bar or something vaguely to that effect would help.

You need to recruit, or otherwise extract information from an existing CCS member. Locking them in a back room and beating them while yelling slogans is a time-honored tactic. Actually identifying people as CCS members requires a bit of observation: Note the classes of people that show up when the CCS attacks your squads or safehouses, then see if you notice those types of people in out-of-place locations. The standard (and very effective) strategy here is to go to the gentleman's club and datenap rednecks.

25!? How the hell am I meant to take on 25 conservatives with only 6 liberals... Many brave men have died in the initial raids and had to be replaced with liberal fire-fighters...

... With axes...

EDIT: No but seriously... Their body armour absorbs like 500 shotgun blasts... I've had shotgun blasts to the head not kill conservatives... It's like I'm facing an army of terminators.

I don't remember the actual numbers, but shotgun probably has pretty low armor penetration. You might try using assault rifles. The firefighters with axes may work out well though, assuming their skills in axe are good enough.

get a kill team with
  • 8 men 6 on 2 back up,try to get ones with good stats
  • good weapons,AR-15,m4,ak,m16 are all good weapons but
if you have money then buy a AR15 for every one, dont pay for any of the rest.
Swords, axes, clubs are only pass able if you must
  • good armor, not the Armor you can make as it is to weak and only covers your chest.
or Mithril as this is not larp guys
    good armors
cop army or death squad armor is better but looted CCS Heavy Body Armor is the best but rare,Bunker Gear helps as it stops fire from killing

I used a squad of 6 agents, each with their best weapon, and was able to clear out a safehouse (although, each time I took out a house, I lost about 3 agents).

I've not had a lot of difficulty with this.

I've got two well trained liberals, one armed with SMG and the other katana, both very high skilled. Katana girl usually takes out a conservative every attack -- either killing them outright or knocking them into badly wounded so they just sit there and whimper. SMG guy provides good backup. A third liberal in training has an axe.

These three generally do well in battle. The remaining slots are generally fodder. Two kidnapped marginally skilled conservatives, toting a AK-47 and shotgun respectively handled the first safehouse, but died in the process (the above three recovered from moderate wounds)

The second safehouse I took down with the above three and some new meatshields. A low skilled sleeper cop that got himself outed (wielding a AK-47), a no-skill lawyer who got herself outed (MP-5), and a decent skilled merc. (Dude didn't want to come peacefully, so katana girl chopped his arm off -- he came with us after that) with a pistol (9mm).

Important people got army body armor, meat shields sometimes got it too (if lucky) or settled for cop stuff. I found it generally easy. Consider getting yourself some melee chophappy to keep you in business.

Yah, it sounds like minecraft with content, you have obviously missed the point, people dont like content, they like different coloured blocks.
Seems to work fine with my copy. As soon as I loaded the human caravan came by and the world burst into fire.

Yeah, I had a squad a while back who fought off large sieges no problem, but struggled to shut the CCS down.

I ended up using some (6) home-grown commandos to clean out the CCS and never looked back after I experienced the rapture of the M16 rifle. My dirty little trick for relatively safe training is to bunker up a safehouse with cameras and traps and then deliberately provoke repeated sieges on that location by stealing sensitive documents (the sale of which easily pays for the aforementioned base improvements). SWAT teams/agents/corporate mercs will quite happily jump into your traps, disabling most of their personnel and thereby turning the siege into a training-friendly shooting gallery for your men while also providing you with an abundant source of armor and ammo in the process. I managed to use that team to take out the CCS with fairly little risk, losing only 38 teeth and a tongue. Your only real threat during a raid on a CCS safe house should be the SWAT officers and I found that they rarely travel in groups large enough to pose a meaningful risk to my squad.
