These existed as far as I am aware... Though the question still remains with how Dwarves even get their hands on these... though I guess the Laison could bring them with him and give it to the Mayor to distribute.
I've always thought that the current leadership (first the appointed nobles, later the immigrant ones) keep these sorts of figures in their heads (although it would probably be the entire assemblage, given how loss of such nobles doesn't affect finances).
Given a certain amount of omniscience (unlike in Adventure Mode, a dwarf that is upset always knows how to get to the noble he seeks[1]) I suspect that (actual game mechanics aside) there's a group consciousness that handles such things, including instant knowledge of spending and earning habits, and the only thing that this is
not good for is 1:1 talks over why Urist McHungry is feeling upset, which needs the reinforcement of a face-to-face meeting...
[1] How I wish I could zero-in on the local leader/whatever when I adventure. Easy in human towns (the inn), difficult in mountainholmes (often somewhere in the lowest level), awkward in dark fortresses (not done that enough to work out if there's a pattern) and nigh-on impossible in elven retreats (for all I know, they're visiting their cousins in the second town down the road when I'm wandering around, getting all fuzzy over the magenta "E" that just turns out to be the Elf Trader...
again... and burger-all-use for trading with, as well).
