I cannot do anything with Rashilul, unless the times he is available are different on weekends. I pretty much can only do anything with Akigagak on weekends. I can only do anything with theevilmonk after his 11PM or on the weekends.

The rest are fine.

Neruz: He gets the 2nd level spell slot courtesy of his high int, sorcerers get extra because of their cha.

By default, no. However certain feats allow you to use lower level spells in higher level slots (such as Metamagic feats).
