So why don't you just appoint judges, each to judge for differents architectural points. i.e.

1. Style
2. Scale
3. Effort

1. A statue will win over a pyramid, which will win over a mastaba, which will win over a big hole. etc.
2. A bigger thing, will win over a smaller thing (der).
3. Something which is far away, has been built with a small population - or a limited resource, gets extra points.

I say decorations/furniture should count for the mega projects, like an arena couvered in engravings of demons would add 50 points, a tower with coffins lining the walls on each level 100 bonus points (full coffins of course, dwarves only gives bonus points, pets, removes points.
