That was the 80s. The panic was well and truly dead by the 1990s.

By the 1990s, you could be Marylin Manson and people were just "meh" by that point.

The real history is that some books published around 1980 really kicked off the satanic panic, the media really picked it up, and there were a number of high-profile court cases against "satanic" day care workers.

Also, remember when the police told everyone that strangers wanted to put razor blades and rat poison into Halloween treats? And then everyone took candy in to them to be tested until the cops realized they didn't want more work?

It always goes from public rumors, to the media, then if there's enough media about it, the police might issue a warning. The thing is, everyone was being constantly bombarded with the media stories about it, so what are the police meant to say? "ah don't worry about it". Then if anything does happen, they look like assholes.

By 1985, the media had driven the hysteria about candy poisonings to such a point that an ABC News/Washington Post poll that found 60% of parents feared that their children would be injured or killed because of Halloween candy sabotage.

"The police" are local, or at most state level. This was a national panic. You have a situation where at least 60% of the public is totally freaking out, and the police don't tend to have any more information on the matter than the general public, since it's national, and any police station can just rationalize "sure, we haven't seen any cases in our town, but we hear reports that it's happening in every other town".

EDIT: also note that this was back in an era where most police forces were still "pre-digital" and would have relied on written reports and phone calls for their information. The police watch TV and read the papers like everyone else: that would have been a key source of how local police got their information about what was happening around the country in terms of crime.

Dunno. At our school, it was the police who came in to tell us how dangerous eating candy without having it checked first was. I wasn't saying they were creating the message, just that they were the ones bringing the message to us.

Also, I have brought a video for discussion, because despite being terrifying at the time, it's also really stupid and deserves to be laughed at.
