It's referencing the opening to Cowboy Bebop, an anime western (not to be confused with western animation(*)) very popular in America in the 2000's.  It's one of the animes that got kids my age into Japanese animation, so it has a lot of nostalgia value!

* Sorry - It's a Japanese anime, but the setting is like an American wild-west with cowboys and bounty-hunters, hence my "western" pun.  Also, it's set in the future, so they're space cowboys ("See you space cowboy" is a catchphrase of the show).

They are unlikely to. Currently, they blame any shipping errors or lateness on the contractor (FedEx here), even if they caused it.
