Not solely, as convenient as it might be to assert otherwise.  Though the US must at a minimum share culpability in their support for him certainly after the fact and very likely before, Augusto Pinochet was ultimately responsible for his own actions as all people are, as were the Chamber of Deputies for passing a resolution calling for military intervention to support the constitution in violation of the constitution (which I regard as being part of the "burn the village to save it" school of thought), and the Chilean military forces who actually launched the coup.  Chile can indeed be asserted to be at least partially involved in the reign of Pinochet.

Also, for a less controversial joke, Bolivia and Peru also know exactly what Chile did.

I'm pretty sure it's "chilis" or "chillies", not... oh good grief, I just googled it and apparently "chile" is, in fact, an accepted variant in the 'States.

Looking it up, we can blame Mexico.  Depending on region, the Spanish word can apparently (and coincidentally) be chile (or aji or guindilla). Then again, since the pepper originates in Mexico, maybe they have it right and everyone else has it wrong. 

This is also likely why I've never seen the pepper spelled with an "e" on the end, considering I'm a bit north for that.

I'm in the southeast and I'm pretty sure chiles is the right way to spell it so suck it yankees.
For the sake of this argument Europeans and Australians also count as yankees.
