The entire quote was invented from whole cloth. He was talking about the problems that emerge when artists who are concerned with their craft are replaced by otaku who are concerned with their shitty obsessions with shitty unrealistic bullshit, and how that leads to an ongoing diminishing of the visual standards because the "artists" do not study the human form, the natural world, &c. but instead their precious 2D. The problem illustrated by that one web-game where people alternate description and drawing, iterated over multiple generations of mangaka and animator/storyboard artist/whatever. In other words, Gainaxing and unrealistic body proportions are the fault of otaku, but because they study unrealistic depictions of life as their starting point -- that unrealistic perspective is their normal, where an artist who creates an unrealistic depiction of life still has that understanding of how things actually are, and can take other paths in their depiction of it if they so choose.

It's far more nuanced than that misattributed quote, and more interesting to boot.
