As for surprise butt-touches being okay, just look at a happy couple together in their own home. I can imagine a butt-touch happening there.

There is an implication of that being consensual, though. The two parties know each other, and have certain parameters within their relationship. Whilst possibly unexpected, if a butt-touch falls within those parameters then it may be viewed as not non-consensual, in my opinion, or consensual by circumstance.
