'Means 'Idiot'. In a playful/bashful(?) way of pronunciation.
DEEP context being something something ascribed values/characteristics to being liked and something something how one values another person, regarding that usual statement. It's like calling someone silly superficially, yet nicely. Mostly.

At first glance I thought you meant "chilling" as in blood-chilling... I briefly wondered why it wasn't in the terrified thread before reading the next part.

Tip for this situation if it doesn't turn out that way: find a table/countertop/porch/low wall/other edged, raised surface which you don't care about damaging slightly. Brace the bottle at a slight angle with the edge of the cap on your surface and the rest off to the side. Slam your hand down sharply, hitting the top of the cap. If you do it right, it works just like a bottle opener.
