Well I mean it really depends on what you mean. Are we building a giant ion cannon on the far side of the moon, or are we hollowing the damn thing out and building a laser with such intensity it can melt planets? Is it manned or automated? Can we steer it? Is is just a giant refueling hanger for our ships? Do you want cup holders?

The engineers can not begin to make plans until you are more specific. 'Fully operational battle station' is just too vague.

Well, unless you move it fast enough once it passes the Roche limit it would be torn up, assuming you werent moving it directly at the surface at all the meters per second.

Though the Moon will eventually sort of de-orbit itself, if you wait long enough (as in geologic time), and break up as it approaches.

Earth would look sweet with a ring.
I used one half of Hohmann's transfer equation to lower the Moon's periapsis to into the Earth's atmosphere. As you probably know, that means I assume instantaneous thrust and a Moon that won't break apart from getting hit by many tons of uranium. Also assuming that the Moon completely absorbs all that uranium's fission energy :D

Needless to say, multiple large nations will be a tad angry at the massive violation of a bunch of international agreements o_O

No, thats taken as a given. There are agreements to do with the non-militarization of space, the inability of any nation to claim bodies like the moon as thier own and possibly to do with the detonation of nukes in space IIRC though.
