I don't get it. What exactly does the command do? Block certain ads? Remove arbitrary restrictions that youtube places on it's video streaming?

According to the blog post before it, quite a few ISP's purposley throttle your youtube speeds, and blocking those two IP's causes:

Why do these commands create a better streaming experience? TWC is throttling downloads from servers (CDN) that host cached videos. By rejecting these IP address ranges you will force the video to be served to you directly. This harnesses the full download speed of your internet connection. Other people can dive into the complexity much better than I ever could, but that’s the overall theme.

I can confirm that it works, and it works with Adblock Plus.

This is pretty sweet. I'd been getting annoyed by having to run low-res videos because of skipping.

Also, I have Chrome, and am having no problems with it.

Today i:

Discussed the creation and design of Pen and Paper roleplays with some Otaku looking dude
Shared a Cola and talked about cold war history with a guy from Jutland
Played Jewish folk music with a man in the 60s, on bass
Played bass to various people playing music, on bass.
Ate cake. Had a delicious soup cooked by some chef apprentice that also hangs out there,
Discussed philosophy while making origami birds..

Met so many fantastic people.. so much.. tolerance! Hope i can still afford it later.
Though its barely what i get a month, per year.
