O but it was well written batshit insanity. I mean really it had some major classic literary elements. Especially for what it was and the time it was written, FF6 was a major thing and it was VERY well done. It might honestly be one of the best games I've seen. They didn't have graphics to work with or hide behind so they had to have a ton of substance and gameplay. They did.
The bad guy was somewhat believable even and though from an outsider's viewpoint, it seemed somewhat obvious that it was Kefka, you didn't know he was the main bad guy at first and that's how he got away with it. Nobody else did either. He was smart enough to blend into the background power structure. For a while there, you didn't know if the Espers were bad, or if it was the empire or what. Then you learn it was K using them both along with everybody else. It was brilliantly done.

He may have very well added even more depth if there were greater plans for him. Then again, it isn't really a bad thing to have a character in the background that you don't know about, because that character may make you ask questions and think you don't know everything about the world. Knowing everything about the world isn't realistic. I kinda liked that his question was incomplete and never explained. A.) he's a shadowy character, so it isn't like he broadcasts everything necessarily. B.) He's another thief, proving Locke isn't the only one. C.) He makes Ultros less one dimensional.
The newer FF games have mind blowing graphics. The older ones had better story, because the graphics weren't there really....
