Why wouldn't he just strap his arms to the wings?

Because the motion of the wings doesn't exactly correlate to the motion of his arms, if he crashed it would be more dangerous, and he would receive no significant benefit (since I don't think that human arm strength would help with the flying much), and would get tired super fast.

That said, writing a serious response to a question with a  smiley is a little bit silly.

Some exciting science news; infrared orbital telescopes discover that vast quantities of Buckminsterfullerine naturally form in space (probably a byproduct of stars). Being a complex carbon molecule, it could have seeded planets (including our own) with the building blocks for organic life... and also means that these same organic chemicals have the potential to be all over the universe!

I suppose the myth of Sekhmet and Ra ejaculating the world into existence isn't too far off after all.
