What skills a Pokémon can learn depends not on their type, but just on their kind. For instance, legendary mon Mew can use every single TM there is.
But do not fret. With level 15 Magikarp learns tackle. And then... it's not called MagikarpPower for nuthin'

Mew can use every attack I think, not just every TM.

Noticed someone playing New Vegas so I thought to check if project nevada had updated. Turned out it had so I figured I could play a bit. Now I'm sucked in again. Found scoped hunting revolver which was pretty cool but combined with bullet time mod and building full of ghouls, its awesome. Too bad the ammo is ridiculously rare.

And to answer the question, ordinarily a brace is added that sort of adds a stock to the gun.

It's actually fairly common for target shooting at least. It doesn't work bad at all, but outside of the world of games isn't very useful, since it bulks up the gun and makes it nearly impossible to holster or store practically on yourself.

I think Contreras in Camp Mccarran sells .45-70 ammo before the leveled list traditionally reaches them being available. Might wanna check with him.

While we're on topic, where the frig does one find a Sniper Rifle in New Vegas? I usually end up not seeing them anywhere and just getting the Anti Materiel rifle :/
