Yeah, they've been breaking that one for....oh, pretty much since we started.
EDIT: And....I don't see anywhere within the part you quoted where it states anything like what you're saying. All it says is that the President appoints big fish with the "advice and consent of Congress" (i.e. Congress has to approve SC Justices, ambassadors, etc.) and that for little fish, Congress can say "Ehh, screw it, we'll let the President/the courts/the department heads pick".

The third Secretary of State, Timothy Pickering, was a former Senator for Massachussetts.

I could be wrong, but it sounds to me that it is saying senators can't be cabinet members at the same time (although they can be a senator then a cabinet minister).

The President can nominate members of his cabinet.  The Senate needs to be consulted and to approve these appointments.

The President isn't allowed to appoint people to positions that are appointed in other ways.

the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.
Congress can reject appointments for these positions if they feel the person is not suited to them.

Would you mind explaining how this prevents former senators from becoming cabinet members?

Senators are voted into office by people of their states, this is the appointed in other ways.

I think you're misinterpreting that. The "appointments not hereing otherwise provided for, and which shall be established by Law" is a very long-winded way of saying "et cetera".

As in, "Ambassadors, other public Ministers and Consuls, Judges of the Supreme Court, and all other officers of the United States that we aren't specifically naming here because they haven't been created yet, or we don't feel like putting 'Deputy District Supervisor for Maple Tree Management in the 4th district of Vermont' in the goddamned Constitution".

There are literally hundreds of thousands of positions which are technically Presidential appointments carried out under this clause, wherein it's saying that Congress doesn't have to approve every single one, and can delegate that authority as they see fit (to the President directly, the courts, or the departments for which they're working). Every military officer is technically a Presidential appointment. Every law-enforcement official. Every single employee of the Executive branch, if you want to get right down to it.

Progress makes me happy. All rivets but one are finished (and that one is going to be a bitch to do, but will be so worth it if I don't crack the shell it's going to hold on).

I don't have time to figure out what we're talking about right now, but I'll catch up later when it's no longer a current discussion. Hahaha, schedules.
