What does an association of teachers have to do with a keyboard layout?
Do they use the phonetic layout, or something?

Yeah, this.

I don't remember the name of the layout perfectly, but it's a mostly-phonetic (read: not Japanese-style) keyboard.

I think it's just called the phonetic layout.
I couldn't find anything else on it.
Anyway, ЙЦУКЕ is more optimised than QWERTY and Russians don't use the phonetic layout, so yeah.

Fuuuck I spent all night finishing like the last 200 pages of this manga and now it's 6am but it was awesome and it was Friday night so why not.
