No, it's not anti-personnel, it's anti-material.
The Russians have a bullet that's, if I remember correctly, 5mm longer and it's anti-tank.
Same applies to anything with that much kinetic power being applied in a single direction.
What happens when you wear something that heavy?
You move more slowly, making yourself an easier target.

It's not just being a target.  Tactics has a lot to do with positioning.  If you run slower, you are in a huge positional disadvantage.  Getting in a good position can mean that 1/10th the number of bullets get chucked your way.  Does your armor block 10x the number of bullets as lighter stuff that won't keep you from getting in position?

So does artillery.  "Bigger guns" serves as a catchall for all these things.

I don't think artillery has a kinetic energy of 15k Joules as it leaves the barrel.
Nor is it nearly as focused a weapon.

jeez people i haven't even tested materials yet its at the drawing board right now. no fricking way can you be protected from cocktails, the only protection from that is maybe firefighter suits but im sure as hell not using those to run around in.

other note, the snow stop, now im begging for a school delay.
