Well, you need a large electromagnetic cylinder thingy.
Then, you take accelerate a tilde within it to extreme speeds.
Once desired velocity has been achieved, drop another tilde in the path of the first one.
Of it goes right, the collision should have enough energy that the two literally negate each other so hard they become anti-tildes.
So 2.

uTorrents allows you to schedule no-download, limited download, and unlimited download, by the hour and day of the week.

then you reach the hour when it can download, it starts automatically.
