I would think we should focus more on more terrestrial exploration first. sure we've explored 99% of the world's land (well, maybe less, most of Canada has yet to be explored and settled) but we've done so little with our oceans which comprise of almost 75% of the world's surface. I would think water is a less hostile environment than space and the benefits of increased economic capacity brought on from extra mining/farming/living space underwater would go well to support future space programs.

Uh, yeah... The Space Shuttle retiring and being replaced as fast as possible really has nothing to do with "exploration".  It's about maintaining satellites, one of the most vital and fragile pillars of our modern civilization.  The stupid-expensive telescopes and Mars probe fuckups are the colorful exception.  Mostly it's about making sure the phones and TVs work, because God knows the Western world would fold like a house of cards if orbital communications crapped out.

While its a worthwhile notion, I think that this would have too much of an impact on the ecosystem. I mean, we are already killing off our oceans, think what would happen if we were actually living and working down there.

Gah. I've been playing "The Embodiment of Scarlet Devil". So. Many. Bullets. Why does being slaughtered mercilessly makes me happy? I have no idea, but it's fun!

On the other hand, it would give us a better understanding of the ocean's ecosystem, thereby allowing us to stop breaking it.

I just discovered that if a bronze colossus pinches a person's lower body, it rips them in half.  Conscious, unconscious, doesn't matter.  It literally tears the person in half.
