My policy is that if I cannot buy the game in stores (meaning I have to get it off Ebay or something for a ridiculous price) then I will download it. Besides, I fear no legal ninja! Thief already starved them all to death.

I can't remember exactly, but I think that the emulator itself is legal, while the Bios/Rom files you need to use some of them(ps1/2, most of the recent gen systems) are not.

A lot of really old games are really expensive though.  A used copy of Castlevania SotN goes for like 50 bucks.

Yes, but that's for relatively new games. Once truly great games become old and rare, their price can go above 500-150$(only a few go past 100, but some are just insane)
