DoW is less imbalanced in terms of sides than people think... the later ones still suffered huge imbalance issues but still... With imperial guard the fact that guard squads little damage is balanced out by the fact that they are very hard to kill off with a commissar there to keep morale up. Guard squads are pure meat shields, whereas their vehicles tend to be the big heavy hitters, mind you it's usually the same with everyone else. If you feel a side is badly underpowered you probably just don't know how to play them.

Of course there are balance issues, necrons come to mind, they're the steamrollers basically, very slow, but very hard to stop. The fact that everyone else can run circles round them tends to hold them back a lot, especially in the early game where they can get zerg rushed.
