Education is worth too much to save money on. A bit of preparation and some investment, and snow days could be eliminated forever. Seriously, why allow an unavoidable weather effect impede progress?

Because (here, at least) we might miss 1-2 days from snow in a year, assuming it snows at all. Pretty sure I've missed more school from feigning illness than I have from snow.

Plow trucks. Those things open roads reliably, and they're less expensive than to go all President Madagascar for a day.

Winter tires for school buses. A couple hundred Euro/dollar investment will last several years, depending on how much they're actually needed.

Schools built in residential areas to make it possible to just walk to school; no need for buses.

That's the thing, in a lot of places it's not unavoidable because snow just doesn't happen a lot in some places. Even then, places which get a little bit of snow yearly might be well prepared for that amount of snow and a little more, but not for a LOT of snow.

Yeah, snow hinders education by preventing people from getting to school. If your bus gets stuck on a hill or slides into a ditch, you're not going anywhere.
This is obviously far less of a problem in places where people are used and so prepared for snow, but in places where it doesn't snow (heavily) often enough, snow can seriously impede traffic.
In Belgium, snow days happen more often for employed adults than for students, thanks to our wonderful clusterfuck of a road network, especially around the capital.

I'm a New Yorker but I went to college in North Carolina.  One winter in NC we had an inch or two or snow and the entire city shut down and they declared a state of emergency.  Two days off from college in weather that I wouldn't have though twice about in NY.

Yeah, that is an interesting thing.

I'm in Canada, and as a kid lost way more school days to fog than snow. Too foggy to drive safely during the period where the buses would be out and they just cancel them, and since 90% of the students took the buses there just wouldn't be any school that day. Or rather, the schools would be open but missing almost all of the kids, so they couldn't teach anything and would just play movies for the 2-3 kids that actually showed up. Usually including me, since I was one of the few who lived in town.

Only ever got a few actual snow days where they closed the schools, and of those most were actually from freezing rain. Which is a hilariously dangerous form of weather if you've never encountered it. The sidewalks are an ice rink! Cars are spiralling off the roads! Trees are falling over! Electricity's gone out! And then the whole world is sparkly and magical for a day.

When I was a kid and living in Virginia we had an inch of snow once and they shut down everything because, apparently, the South still hadn't invented (or budgeted for) snowplows, winter tires, or salt for the roads.

I remember when everything around here shut down over snow, we normally had loads of grit but it had all been used up by people being salty as fuck on the internet

Its hilarious how bad folks in Iowa are at driving in inclement weather. A little ice, a little wind, and suddenly you're the only person on the road because everyone else got stuck in a ditch.
And then the school board tried to run the buses while there was a bit of snow and wind. More so than they would usually chicken out over. My brothers bus tipped over, one kid broke his arm and half the other passengers went home with their parents. They sent another bus to haul the remaining kids all the way to school and then declared a snow day and shipped them all home.

The school board was hilariously incompetent in all respects, honestly. They didn't let kids out, even during lunch break, so kids would get bored and out of control, start fights and bully the losers (me and my friends) and then the staff would suspend the kids who were being bullied when they inevitably fought back because the staff was ignoring the problem when you came to ask for help.
