Dubai. The funders for all their stupid megaprojects are falling through for various reasons. Increased regional violence, a lack of monetary returns, death threats due to a perception of westernization, the planning of more stupid megaprojects that no large consumer group can pay for, ect.

Nope, they'll most likely end up like Qatar, with a bunch of huge abandoned buildings and empty streets now that the inital craze of big spending is over. It'll suck to be either of them in about a decade or so. Less sucky to be Qatar than Dubai, though. Qatar just overdeveloped without allowing people to become citizens, while Dubai is broke and getting broker.
