Unlike some members of humanity, however, I have... SCIENCE!

I'm about 80% confident that that value is the velocity of the attack. It has way more variation than I expected, which is why I wasn't sure before, but now I've compared the DBZ mod's various martial arts attacks by saiyans and found that higher velocity attacks have high unk_30c values and there is no obvious correlation between said attacks and contact area (if anything, it'd be inverse, since knifehand chop has bigger unk_30c than open-handed slap) or penetration area (since an iron long sword stabbing is smaller than scratching is identical to punching).

And it's capped to 10000. Damn. You know what that means?
