No - canonically you get to meet the Oblivion's protagonist in Skyrim.

He's Sheogorath, as implied by some of his quips, and the old Sheogorath is, uh, working elsewhere.

Specifically, he returned to his original self, Jyggalag, the Daedric Prince of Order.

As for the other player characters' fates, The Champion from Arena had a spell that obscured his/her identity(only Jagar Tharn saw through it, and only after you get the first staff piece) cast on him/her at the beginning of the game, so you might actually have met them in Daggerfall at least, but had no way of knowing it. The Agent from Daggerfall was presumed to have been killed or warped into a different continuity during the Warp in the West(that s/he caused). The Nerevarine was specifically stated to have left for Akavir, and was presumably killed there.

Akatosh just magically infused them with dragon soul.
So the Dovahkiin is kind of like Jesus with transferable holiness gene.

Dovahkiin is the last Dragonborn. No transferring that blessing.

I think it was hinted at one point that it is possible for there to be other dragonborns out there who are unawakened and will continue to not be useful at all except to keep the bloodline until Alduin inevitably returns.
If you are quoting Miraak, then, well, I think that it is safe to take a guy from beyond the first era with a grain of salt.

Main project blew up in a big way the last two days. Today, I actually got people moving on it and pointed out to leadership that -- much like Lando Calrissian -- "It's not my fault! They told me they fixed it!"

And found an error in the budget spreadsheet that had been double-counting some weeks, thus shaving about $25K off the projected budget.
