Wikipedia is telling me that there's about two or so in Essex. Much of their growth has been hampered by the discovery of horse meat in their beef. There are also two on US military bases or something and you have to be classed as "relevant personnel" or something to eat there.

It's a non-sequitur. You aren't supposed to 'get it'. Typically they're incongruously humorous, but in this case apparently not. Just move on. Nothing to analyze here.
