Can I forcibly increase the speed of DF with another program like Cheat Engine?

DF goes at the speed of calculation. If you cannot meet your FPS limit, then using Cheat Engine (a memory altering tool) won't accelerate DF.

You can give dwarves the speed:1 (I think) tag in their raws that'll make them zoom, but you cannot increase DF's speed. Especially not through memory alterations.

Short answer: No.

Long answer: Noooooooo.

Longer and more informative answer: DF runs at the highest speed your processor and RAM will allow it to. The only hard limit is your processor speed. And by that, I mean RAW processor speed. Not effective because you've got multiple cores. DF is a single-core program. It will use that entire core.
Software-wise, allocate DF to an otherwise unused core, increase the paging file on the harddrive, shut down extraneous programs, and optimise your fort.
Hardware-wise, overclock, and get more memory.

As much fun as giving detailed instructions on how to damage improve your operating system, I think you might be better served by simply googling it.

So there's that, as well. It looks like the only chronic problems that water can't cure are nausea and cave spider bites.
Which, coincidentally enough, can be cured by magma.

1. Under windows XP: CTRL + ALT + DEL to open Task Manager
Find the process for Dwarf Fortress (dwarfort.exe or dwarf Fortress.exe)
Right click.
Select AFfinity...
Uncheck all but one core (so CPU 0 is all that's left checked, let's say)
Right click a software that uses a lot of processing power
Uncheck DF's core (CPU 0 in this example)
Repeat

I'm sure there's a faster, better way, but I don't know it. Go me.

2. Right click on My Computer, hit Properties
In the Advanced tab, click Settings in Performance
In THAT Advanced tab, click Change under virtual memory
Pick a drive, hit Custom Size, and increase the number to at least the "Recommended" size in the bottom section.

3. Right click in system tray, hit Exit.
OR
Open and hit File -> Quit
Repeat.
