I once read this book about drawing humans in the right proportions, what worked best for me was to start with the skeleton.

Well, I'll stick with the manga advisors way of doing skels, then.

At least I can make basic skels, though not too good :(

For some reason even the old tablets (intuos2 - what I use, the newest is 4) are still pretty expensive. If you look you can get lucky and find a used one fore less than $100 though. Make sure it comes with a pen because the pens are like $40 :(

Also make sure to get one that is about the size of drawing area you are used to on paper. AFAIK the grapphire series is cheap but not as good for pressure sensitivity (for painting).

I would post a picture I did in MS paint during half my freshman year in study hall, but gremlins seem to have stolen away with my old 512 mb flash drive...  :'(

I also lack a tablet, and a scanner, although I wouldn't be able to contribute much anyway.

Does anyone else find it takes them a ridiculously long amount of time to do even simple drawings? Like ~15 mins for a reasonably detailed frame/blockman/skeleton, ~30 mins to flesh it out further and another ~30 mins before it started looking near completion?

Sometimes I spend hours just doing quick sketches until one looks good/interesting enough to work on.
Then I do an outline sketch to lay everything out, which can take an hour or so, and then the actually painting can take a couple days work. Although, that's completely dependent on what level of detail you are trying to achieve.

I find that to keep pushing regardless of how long it takes will produce the most fulfilling work. I started learning a lot more once I started actually finishing things.
