Try to find the reason why he is so!
If you cant, or can't do anything about it, and it seems possible without risking to harm him, thaw it with lightning bolts, otherwise carry him to some place likely to melt it, perhaps just a sunny place is enough to perhaps you need to carry the entire block back and hut the humans to work with fire. Just get him out.

might not want to do that- what wizard wouldn't have magical wards? We might be able to rob him but he would probably find out.
(besides, he lives in a cottage, not a tower, not mush to take)

Meh, leave him alone, he'll thaw in a few days, and hopefully have learned his lesson about casting spells he doesn't understand.

After doing something to help melt the ice, read some spellbooks while we wait. Maybe we can find a "word of fire" (and targeting method) or something. Magical ice might not melt so easily.

you read some spellbooks from the wizards small collection. he only kept around practical magic such as levitation, the speeding of plant growth and cleaning spells. the set of instructions is the only piece of elemental magic he has around.
